Dunno if this is in the right place to put this but does anyone know a site that converters a web address into a proxy address, an example is: 66.249.85.99 for google.

That's not a proxy address... Look up the definition of proxy. That is an IP address.

However for windows, linux or a mac you can open up a command prompt (or terminal on linux or mac)
and type:

nslookup www.google.com

If you go into command prompt you can get the IP from using the "tracert" command on a URL address. You can also see the route of it.

So i can get around blacklists to go on games at school :D. Dunno if it will work though.
