Add an OOC button the the quick reply box

Yall have a Bold, an Ittalic, an Underline and a Quote button so why not an OOC? This shouldn't be to hard to code and it would help the BA and futuer TL out alot I think.

[ ooc ] without the spaces inside the brackets [ /ooc ]
