Another Major Problem

I bought a defense upgrade and nothing changed with regardes to my DA instantly like i thought it should. Just now I bought a skeleton key and it took my money but my spy rating stayed the same. what the hell is going on? what can i do? I am buying stuff with my money but nothing happens!!!

Its happening to everyone, ive found that usually the next purchase I make for that stat it automatically compensates for the loss by adding on the missing improvement
