why is it that when I attacked someone with a lower defense rating then my attack rating, they were able to defended my attack??

The random factor as it is often called. Your SA is multiplied by a random number roughly .5-.95 and so is their DA if they get .95 most of there DA is added and if you get .5, only half of your SA is added so they can still win.

Each weapon contributes 50, 75, or 100% of what it gives to your SA when you attack. So you are capable inflicing anywhere from 50-100% of your SA. More weapons usually means less variation and it will stabilize somewhere closer 75%. So 100% SA inficted as damage can be quite rare.
