If I train spies and have no tools I definitely get the most bang for buck as far as military effectiveness goes.
I am told that spying is more effective if my men all carry tools.
Effective seems to be a key word here.
So just what does military effectiveness mean then ???

For spies, military effectiveness means that if you try to recon or sab someone, you have more chance to succeed.

It depends of the ratio between your TFF (total fighting force) and your number of covert operative and also of the number of tools (in a perfect world, each spy would have a grappling hook...).
